The Middle East and North Africa (MENA) region, a tapestry of diverse cultures and economies, shares a common thread: the fundamental importance of cereals. From the bustling markets of Cairo to the rural farms of Morocco, cereals are not merely a dietary staple; they form the bedrock of food security, economic stability, and social well-being. However, the journey of cereals from farm to table is often fraught with challenges. Supply chains in the MENA region are increasingly vulnerable to a confluence of factors, including climate change, water scarcity, political instability, and global market fluctuations.

In response to these vulnerabilities, the SEEDS project has emerged as a vital initiative, bringing together a consortium of 17 partners from the EU and MENA regions. With funding from the European Union’s PRIMA program, SEEDS is dedicated to strengthening cereal systems in Morocco, Tunisia, Jordan, and Egypt. A significant milestone in this endeavor is the achievement of Milestone 8 – Guidelines for the Macro-meso-micro analysis of the mapped supply chains. TheITENE research centre has developed a comprehensive survey for macro-meso-micro analysis of mapped supply chains and PESTLE analysis carried out with the information provided by the 4 MENA countries involved. It should be noted that in order to be able to go into greater detail in the PESTLE analysis, a distinction has been made between strengths and weaknesses, as if it were a SWOT matrix, for each of the factors that make up the analysis: POLITICAL, ECONOMIC, SOCIO-CULTURAL, TECHNOLOGICAL (infrastructure, human resources, technological development and innovation, supply, logistics, production, marketing and sale), LEGAL AND ENVIRONMENTAL. PESTLE is an analytical tool used to understand various macro-external factors influencing an organization or specific situation. It is a thorough process of gathering information on external variables that may have an impact on an organization’s choices, enabling it to optimize possibilities and reduce risks. The final purpose is to comprehend the external factors: Political, Economic, Social, Technological, Legal and Environmental.

These survey and PESTLE analysis represent a crucial tool for understanding and addressing the complexities of the cereal sector. Traditional approaches to supply chain analysis often fall short by focusing on isolated segments or linear processes. SEEDS, however, champions a more holistic perspective, recognizing that the cereal supply chain is a dynamic system shaped by interactions across multiple levels. The survey and PESTLE developed by ITENE provide a robust framework for this multi-level analysis:

At the macro level, the survey emphasizes the importance of examining the broader external environment. This involves analyzing how political factors, such as government policies and trade agreements, influence cereal production and distribution. Economic variables, like inflation and global commodity prices, are also considered, along with social trends such as population growth and urbanization, which impact cereal demand. Furthermore, the survey stresses the need to assess the role of technological advancements in agriculture and the legal and environmental constraints that shape the sector.

The meso level provides a focus on the key actors and their relationships within the cereal supply chain. This includes farmers, seed suppliers, processors, distributors, and retailers. The survey offers methods for mapping the flow of cereals between these actors, identifying critical nodes and potential bottlenecks. They also emphasize the importance of analyzing the governance structures and power dynamics that influence decision-making and resource allocation within the supply chain.

The micro level delves into the experiences and behaviors of individual stakeholders. For farmers, this involves understanding their access to resources, adoption of technologies, and vulnerability to climate-related risks. For consumers, it means analyzing purchasing patterns, dietary preferences, and concerns about food affordability and quality. The survey provides tools for capturing these diverse perspectives and integrating them into a comprehensive analysis.

Finally Multi-Criteria Decision Analysis (MCDA) methodology will be use to evaluate the results of the survey considering the efficiency, cost-effectiveness, and sustainability to develop new improvements for the cereal supply chain in the different MENA countries. MCDA is a decision-making methodology that is used to evaluate and compare different alternatives based on multiple criteria. It is particularly useful in situations where decisions must account for various, often conflicting, factors. The methodology involves structuring a decision problem, evaluating alternatives, and ranking them based on a set of pre-defined criteria.

The significance of these macro-meso-micro analysis lies in their ability to foster a deeper understanding of the interconnected challenges facing the cereal sector. For example, the survey helps to illuminate how macro-level policy decisions, such as subsidy reforms, can impact meso-level market dynamics and ultimately affect micro-level farmer livelihoods. They also provide a framework for assessing how climate change (a macro-level driver) influences meso-level agricultural practices and micro-level food security.

By providing a structured approach to integrating these different levels of analysis, the SEEDS project empowers stakeholders to develop more effective interventions. The survey and PESTLE analysis support the design of policies that are better aligned with the realities of the supply chain, the development of business strategies that enhance efficiency and sustainability, and the implementation of support programs that address the specific needs of farmers and consumers.

In conclusion, the achievement of Milestone 8 and the development of these comprehensive survey and PESTLE analysis represent a crucial contribution to the field of cereal supply chain study. The SEEDS project is not only generating valuable insights into the challenges facing the MENA region but is also providing a methodological framework that can be applied to other agricultural sectors and geographical contexts. By promoting a holistic and integrated understanding of supply chain dynamics, SEEDS is paving the way for a more resilient and food-secure future.
